Outside Scholarships

When putting together your college financial plan, you are certainly not limited to the programs offered by Frostburg State University and federal and state governments.

Outside civic and private organizations often have scholarships, grants, and other forms of funding to offer college students. As a rule, students should check with their high school counselors, employers, parents’ employers, churches, or any other community organizations they are members of, in order to find other grant or scholarship programs that they may apply for. 

You may also search online for outside scholarship opportunities. Please note that you or your family should never pay for help finding financial aid; we recommend the following resources:

Graduate Assistantships

Graduate students are eligible to apply for graduate assistantships. Assistantships at FSU are worth a stipend of $5,000 for the academic year and waiver of tuition. A graduate assistant is required to work 20 hours per week. Graduate assistants engage in research studies, projects, teaching, or other activities that are directly related to their programs of study. Graduate International Fellowships

International graduate students may apply for a Graduate International Fellowship. Fellowships are worth a stipend of $6,650 for the academic year and a waiver of tuition. Fellowship recipients are required to work 20 hours per week. Applications and additional information concerning the graduate international fellowship program can be obtained through the Office of Graduate Services, 141 Pullen Hall, Frostburg, MD 21532-2303. State Work-Study Jobs

For those students not eligible for the Federal Work-Study Program, there are a limited number of jobs on campus available in every academic, administrative, and auxiliary area. The Financial Aid Office receives information concerning these job openings once per year, at the start of every fall semester. Interested students should contact our office during the first week of school in the fall semester if they are seeking information on open state work-study positions.

Veterans’ Benefits

Vocational Rehabilitation

If you are disabled, you may be eligible for vocational rehabilitation benefits. Contact your local Vocational Rehabilitation Office for information and applications.


Additional Information for Outside Scholarships

LaLitta Nash McKaig Scholarship Fund - The LaLitta Nash McKaig Scholarship Fund is a scholarship program designed to assist local students with the cost of attending college. To qualify, a student must be a resident of Bedford or Somerset Co., PA; Mineral or Hampshire Co., WV; or Allegany or Garrett Co., MD; Students must also be attending an accredited college or university on a full-time basis in order to qualify. Students must meet specific academic and income criteria in order to be eligible for the LaLitta Nash McKaig Scholarship. Applicants must submit an application, along with additional application materials, to Scholarship America. Jack Kent Cooke Foundation Scholarships

The Cooke College Scholarship Program
Criteria:    The Cooke College Scholarship Program is an undergraduate scholarship program available to high-achieving high school seniors with financial need who seek to attend and graduate from the nation’s best four-year colleges and universities.  See web site for application details.

Criteria: The Cooke Undergraduate Transfer Scholarship is a highly selective scholarship for the nation’s top community college students seeking to complete their bachelor’s degrees at four-year colleges or universities.  See web site for application details. 


Citizens Scholarship Sweepstakes - The Citizens Scholarship Sweepstakes is a program that provides up to $55,000 annually to students.  Applicants must enter to win between April 1, 2025 and 5:00pm March 31, 2026.  For more information, please visit the scholarship page below.

The Mary Rubin and Benjamin M. Rubin Scholarship for Women – The Mary and Benjamin Rubin Scholarship Fund is a scholarship program designed to assist women who are residents of the state of Maryland with the cost of attending college. In addition to being female and a permanent resident of the state of Maryland, students must meet specific academic and income criteria in order to be eligible for the Mary and Benjamin Rubin Scholarship Fund. The average award is advertised as $4,500. Applicants must submit an application, along with additional application materials, to the Central Scholarship Bureau by March 1st. The Mary & Benjamin M. Rubin Scholarship Fund


The GE-Reagan Scholarship Program - The GE-Reagan Scholarship Program is a scholarship program designed to assist graduating high school seniors planning to attend college pursuing a bachelor's degree. To qualify, a student must be a resident of the United States, demonstrate financial need, have a high school GPA of at least a 3.0, demonstrate leadership ability and be nominated by an eligible community leader and recommended by an authority figure. The GE-Reagan Scholarship Program


Haz La U (Make the U) Educational Grant - The Haz La U Educational Grant is given to legal U.S. residents of Hispanic descent who are seniors in high school and wish to attend college. Students must be at least 16 years old and matriculate to a college within two years of receiving the award. There can only be one winner per household. To apply, students must complete an application form and write an essay on the topic of how education can impact the heritage of Hispanic generations to come. Spectrum Women's Opportunity Award - Awards are available to women who have the primary responsibility of supporting their family (including children, spouse, siblings, and/or parents). Applicants must be enrolled, or planning to enroll, in an accredited undergraduate course of study. Applicants must also demonstrate financial need. Teaching Scholarships from CSB - The Central Scholarship Bureau has several scholarships available to aspiring teachers, including the Straus Foundation Grant for Teachers, which is a grant of up to $5,000 given to graduate students in education planning to teach math or science in the Baltimore City Public Schools; the BHD Endowed Scholarship Fund for Teachers, which provides scholarship funding for graduate students planning to teach in public schools upon graduation; and the Kassap Family Scholarship Fund for Teachers. The Bedford County Conservation District Scholarships - The Bedford County Conservation District has two scholarships available to undergraduate students who are studying in the field of environmental science. Students must be taking courses in natural resources, soil, plants, animal science, agriculture, or forestry. You must be at least a college sophomore to apply. The scholarships will be awarded based on financial need, academic merit, curriculum of study, quality of the written essay, and career goals that are consistent with the mission of the Bedford County Conservation District. The deadline for the William Plank Memorial Scholarship is June 30th. The deadline for the Glen Beach Memorial Scholarship is May 31st. Veterans United Foundation Scholarship Program - The Veterans United Foundation sponsors an essay contest where the prize is up to $20,000 in scholarship funds. Freedom Alliance Scholarship Fund - The Freedom Alliance Scholarship fund provides scholarships to full-time, undergraduate students under the age of 24 who are the dependent son or daughter of a U.S. service member who, as the result of an operational mission or training accident has become permanently disabled (100% VA disability rating), was killed in action, or is classified as a POW or MIA. To view the application requirements, or to apply for this scholarship, you may visit the Freedom Alliance's website by clicking the link below.

MD Forestry Board Scholarships- The MD Forestry Board Foundation provides scholarships to students who are 2nd semester freshman, sophomores, juniors, or seniors residing in MD, PA, VA or WV, who are majoring in forestry or a related field. The student must show an interest in forestry conservation and have at least a 2.0 GPA. Students may be full or part-time. Scholarships are given in the amount of $1,000. DC Tuition Assistance Grant Program - The D.C. Tuition Assistance Grant Program provides funding to Washington D.C. students to attend post-secondary institutions anywhere in the nation. Under this program, the federal government pays the difference between in-state tuition and out-of-state tuition. Need is not a determining factor. To be considered for this award you must be a resident of Washington D.C., and you must complete D.C. Tuition Assistance Grant application. UPMC Western Maryland Health System Foundation Scholarships

Criteria:    Students who live within the service area of the Western Maryland Health System and are currently accepted or enrolled in a health care curriculum. Additional details and application can be found at the following link. Scholarships Information


Conroy Scholarship - The Conroy Scholarship is available to Maryland residents attending a Maryland School. It is available to veterans who are disabled 25% or more and have exhausted their veterans benefits; sons and daughters of persons killed or 100% disabled as a result of military service; sons, daughters or spouses of persons killed or 100% disabled as a result of employment as a state or local public safety employee; sons, daughters, or surviving spouses of someone killed during the 911 attacks; persons declared MIA or a POW during the Vietnam War, or sons and daughters of such persons. The deadline for this scholarship is July 15th each year and applications will be made available by the FSU Financial Aid Office. Applications should be turned into the Captain James A. Graham Veterans Center or Financial Aid Office at FSU. The award amount varies, depending on MHEC, the amount on your cost of attendance, and other financial aid resources.  


Community Foundation of Washington County, MD - Wyatt Haggerty Memorial Scholarship - The Wyatt Haggerty Memorial Scholarship was established in memory of Wyatt Haggerty.  It is available to students enrolled in the FSU/UMD Collaborative Mechanical Engineering Program.  Recipients enrolled at UMD should have all aid sent directly to UMD. Online Application
