Frostburg State University (FSU) Mission
Frostburg State University is a student-centered teaching and learning institution that emphasizes experiential opportunities. The University provides a distinctive baccalaureate education, along with select applied master’s and doctoral programs. FSU also contributes to regional and statewide economic and workforce development, fosters cultural enrichment, civic responsibility, and sustainability, and prepares future leaders to succeed in a complex and changing global society.

Partnership with Hunan University of Technology and Business (HUTB)

Since 2016, FSU has maintained an active educational partnership with Hunan University of Technology and Business (HUTB) in Changsha, China.

Economics & Finance Program (2016): Students can earn a degree from HUTB while simultaneously completing an FSU bachelor’s degree in Economics with a minor in Finance.
Art & Design Program (2023): Students may also pursue a Bachelor of Fine Arts by completing FSU’s Art & Design program with a minor in Graphic Design.

As part of these programs, HUTB students have the opportunity to study at FSU’s campus in Frostburg, Maryland, for up to two semesters. FSU ensures students’ timely and safe return to HUTB to complete their studies and graduate with degrees from both institutions.

Since 2023, FSU has also hosted an annual commencement ceremony each summer at the HUTB campus in China.
